This is both a programmer joke, and a light-bulb joke. The joke is that programmers do not like to fix hardware problems because they work in software. This is a joke based on a stereotypical programmer, so it is probably not true in all situations, however I have heard "that's a hardware problem" from multiple programmers, so it is also still based in reality.
