Anyway - its time to explain this one:

Trump wants to put people back to work, but this meme makes fun of Trump because he uses some sort of product on his face to make it look more orange.

Honestly I don't understand why anyone would want a fake tan (or a real one for that matter), so it does certainly seem silly to me to apply products to yourself to make you appear to have a tan. That being said, does getting a tan require work? It seems like going to a tanning salon could get you all the tan you wanted easily...
